Our aim is to be a national, premium, highway maintenance organisation that is well managed, customer focused and a great place to work. Serving national brand names and Managing Agent Contractors, LMS Highways is flexible enough to meet your needs with our fleet of modern trucks and highly trained workforce.
From humble beginnings in 1983 LMS Highways has grown from a regional subcontractor to a UK-wide force in the UK Highways industry. From our multi-disciplined workforce to our diverse and highly experienced management team, we bring products and services to construction giants such as Skanska and Balfour Beatty and deliver real-savings and innovation on multi-million pound projects.
Alongside our road marking business, we have a well-established road repair practice which specialises in fretted joint repair (or crack sealing) and overbanding. Our collaboration with customers and stakeholders inspired us to develop MMAX, a revolutionary BBA HAPAS approved joint extruder system which delivers efficiency savings and lengthens the life of the carriageway.
As an independent highways company we are not tied to anybody’s products. So when we work for you, we use the products that are safest, best value and most appropriate for the job. With 30 years’ experience in infrastructure, we apply our traditional high standards wherever we work, from motorways to car parks. Our national and local clients find our highly trained operatives fast, efficient and safe.
Driven by Managing Director Paul Winter, our passion for quality and high standards is at the heart of everything we do. As well as co-authoring the industry code of practice, Paul delivers regular keynote speeches at RSTA (Road Surface Treatment Association) and other industry events.

Civil Solutions Acquisition
Industry veteran Paul 'Nobby' Burton joins LMS to head up our new Civil Solutions division.
Line Marking Extruder Acquired
Direct from the German manufacturers, our new Line Marking extruder lands in the UK. It has no time to rest though - it's immediately deployed to work on a customer scheme in Torbay.
Project 'Drive' hits Phase 1
Contract Managers start planning electronically and all chargehands issued with high-specification iPad's. Parallel running trials of electronic systems and traditional paperwork commence.
Three New 18t Wagons
To satisfy ever-increasing demand for our Harlow depot resources, three brand new Euro 6 Joint Repair wagons are added to the fleet. These purpose-built wagons were designed to our exact specification to provide increased efficiency on the job.
Harlow Depot Opens
With unprecedented demand in the South East, we open our Harlow depot and immediately deploy 4 wagons, 2 planers and 2 sweepers. A team of some 15 operatives operate from the depot on schemes on the M25, M3 and in Cambridge.
Project 'Drive' Launched
The company pushes forward with a major I.T. initiative and moves towards a paperless future. Danny Corder joins the team as I.T. Manager with a remit to develop the system.
MMAX System launched and Wins Award!
With the aim of increasing safety and delivering efficiency, MD Paul Winter develops and launches MMAX.
The system is a revolutionary BBA HAPAS approved joint extruder machine with a material designed closely with Stirling Lloyd.
Highways Magazine declare it to be their 'Product of the Year'.
Company Rebrands as LMS Highways Ltd
Following the aquisition of RT and a growing focus on a new range of joint repair solutions, the company rebrands as LMS Highways with a fresh modern new look, logo and colour scheme.
LMS Acquires RT Road Markings
With an outlook extending ever further outward from the company's South Devon base, LMS acquires a road marking company in Taunton with an established customer base. Ralph Mattravers joins the company as part of the acquisition.
Wendy & Paul Winter Acquire Company
The company passes down a generation as Wendy & Paul buy the company from Wendy's father Roger Lean. Determined to build upon the success already achieved by Roger, Line Marking Services enters an exciting new era.
Line Marking Services Formed
With the aim of providing local quality marking services to customers in Torbay and South Devon, Roger Lean launches Line Marking Services with one wagon and a two crew!
